Stormwater Utility Rate Study

Raftelis was hired by the City of Bartow to develop financial forecast to project stormwater system operations for fiscal years 2024 through 2028, specifically to:

• Evaluate historical expenditure trends and data
• Project revenues and revenue requirements
• Develop funding strategy for capital improvement program
• Evaluate cash reserve targets and financial performance requirements
• Determine adequacy of fee revenues at existing levels

Municipal Impact, & Development Fee Studies

Raftelis was hired by the City of Bartow to study Bartow's Municipal Impact Fees, Water & Wastewater Development Fees and Transportation Impact Fees.

The Impact Fee Study Objectives were as follows:

•  Update City’s existing Public Facilities, Transportation impact fees, Parks & Recreation recoupment fees, and Water and Wastewater development fees
• Develop new Police and Fire impact fees
• New growth to pay its own way
• Review historical (“embedded”) assets and planned improvements available to meet demands of growth
• Follow statutory parameters and case law
